In recent years, the level of China’s cross-border trade facilitation has increased year by year. On January 13, 2023, Lyu Daliang, spokesperson of the General Administration of Customs, introduced that in December 2022, the overall customs clearance time for imports and exports across the country was 32.02 hours and 1.03 hours, respectively, which were 67.1% and 91.6% shorter than in 2017, respectively.

Focusing on further deepening the reform of cross-border trade facilitation and optimizing the port business environment, the General Administration of Customs introduced five specific contents in 2021, which promoted the continuous optimization of the business environment of China’s ports:

Deepen reform and innovation, and further optimize the entire chain and process of customs clearance. Create a more scientific and efficient customs clearance mode for goods, and promote the integrated reform of the entire customs business; integrate and simplify customs declaration items, provide diversified declaration modes and tax guarantee modes for enterprises to choose independently; support the construction of overseas warehouses, and improve cross-border E-commerce export return policy, etc.

Overhaul and standardize the charges, and further reduce the cost of import and export links. Consolidate the results of overhauling and standardizing port charges, and continuously improve the standardization and transparency of port charges. Urge port operating units to further overhaul and streamline charging items, and clarify the name of charging and service content.

Strengthen technological empowerment and further enhance the port’s comprehensive service capabilities. The functions of the “single window” for international trade shall be deepened, port and cross-border trade business shall be handled uniformly through the “single window”, the interconnection between the “single window” and overseas shall be strengthened, and local “single windows” shall be supported in expanding their characteristic service functions.

Efficiently benefit enterprises and facilitate the people, and further improve the overall service environment for cross-border trade. Promote the integrated handling of government services, and promote the online handling of government services at ports. Build a stable and transparent port service environment, publicize logistics operation time limit standards, promote a “one-stop” ocean freight business query and handling platform, and realize pick-up appointments, electronic release and precise pick-up.

Promoting Smart Connectivity, and further strengthening cross-border customs clearance cooperation and exchanges at ports. Improve the supply capacity and turnover efficiency of international logistics containers, promote the transit and consolidation of containers in hub container ports, and encourage and support the development of the international road transport business.
